Chapter 1 – What Is IRS Tax Relief?

For many taxpayers, the goal is not to eliminate the entire balance but to stop enforced collection actions, regain financial stability, and establish a realistic path toward compliance.

Over the years, Congress has enacted various provisions designed to provide relief in appropriate circumstances, recognizing that financial hardship, economic downturns, illness, business failures, natural disasters, and other unforeseen events can make immediate payment impossible. The IRS has also developed administrative procedures, reflected throughout the Internal Revenue Manual, to help employees evaluate collection alternatives consistently while balancing the government’s interest in collecting revenue with taxpayers’ ability to meet their basic living expenses.

In reality, the opposite approach is far more effective. The first step should always be a thorough evaluation of the taxpayer’s financial condition, compliance history, collection status, and long-term objectives. Only after gathering this information can an informed recommendation be made regarding the most appropriate course of action.

Another misconception is that contacting the IRS automatically results in more aggressive collection activity. While every situation is different, proactive communication and timely submission of required documentation help preserve resolution options that can become more limited if deadlines are missed or enforcement actions escalate.
